In principle Astiga will work with any FTP server, regardless of where it is hosted. That said, you will need an address that is accessible from the outside, i.e. not be behind a carrier-grade NAT or firewall that blocks incoming connections. Just your local address (e.g. 192.168.x.y) will not work.
